Label rules
Rules that turn supplier labels into reels.
The label-rule studio: rules that go Draft → Approved → In use, numeric priorities, a confidence ladder, custom regex and fallback reel IDs made from a label.

- A format version is Active from its publish until a newer one supersedes it; there is no Draft → Approved → Active chain (J07 §3). Exactly one enabled format may read a label and order never decides (0067), from a closed set of kinds with no scripting, and reel IDs come only from labels (0052 §6).
